Why ADUs Are Having a Moment
Accessory dwelling units — guest casitas, detached ADUs, garage conversions — have gone from a niche request to one of the most common questions we get from Phoenix metro homeowners. Multigenerational living, rental income, and simply wanting a separate space for adult kids or aging parents are the three reasons that come up most.
The rules are more workable than they used to be, but they are still local, not statewide, and they still require real planning before you fall in love with a design.
Detached ADU vs. Attached Addition vs. Garage Conversion
Detached ADU. A fully separate structure — a casita — on the same lot as the main home. Most flexible in terms of layout, but the most expensive per square foot since it needs its own foundation, utility connections, and often its own HVAC.
Attached addition. Built onto the existing home. Cheaper than a detached structure since it can share some existing systems, but less private and more limited by the existing home's layout.
Garage conversion. The least expensive path, since the structure already exists — but you lose the garage, and older garages sometimes need real work to meet livable-space code (insulation, egress windows, ceiling height).
What Actually Varies by City
Every city and town in Maricopa County (and Pinal County, for San Tan Valley) sets its own zoning rules for ADUs — lot size minimums, maximum square footage relative to the main home, setback requirements, and whether a separate address or utility meter is required. Gilbert and Chandler both have specific ADU and casita ordinances worth reading before you finalize a design, not after. Queen Creek layers HOA architectural review on top of the town's own permit process in many newer subdivisions.
There is no shortcut around checking your specific city's current ordinance. What was true two years ago in a given city is not guaranteed to still be true.
Realistic Costs
New detached ADU construction in the Phoenix metro typically runs in a similar per-square-foot range to custom home construction, since it is, functionally, a small custom home — commonly landing in the $175,000 to $450,000+ range for a fully built, livable structure, depending on size and finish level. Garage conversions cost meaningfully less, since the shell already exists, but the number still depends heavily on how much the existing structure needs to meet code as living space.
Permits Are Not Optional Here
ADUs almost always require permits — new plumbing, new electrical, and often a new HVAC system are standard scope, not extras. Some cities also require a separate zoning clearance before the building permit is even submitted. Skipping this step is a bigger risk on an ADU than almost any other project type, since an unpermitted detached structure is difficult to legalize retroactively and can complicate a future sale significantly.
